Titahi Bay Cable Replacement Project Stage 2 – Woodcarver Lane to Mungavin Ave - Duct, Cable and Fibre Installations
Project Overview
The Titahi Bay Cable replacement Project is a Wellington Electricity network improvement project designed to increase the reliability and resilience of electricity supply in the Porirua area. The project involves installing new underground electricity cables which will replace the existing aged cables and communication and temperature sensing fibres.
Works started on 21st September 2026. Target completion is December 2026.
Current Status

From 21 to 24 September, the team completed potholing and investigations along Main Road and confirmed the position of services and ducts installed during Stage 1. They also cut the road surface and checked the condition of the road and footpath. The work was planned around school activities. Wet weather affected one day, and work stopped for another day because of a major school sports event.
On 25 September, the team began digging at the connection point to the existing Stage 1 ducts. They installed the first 6m section of new ducting, filled the area and restored the surface.
Overall progress: The preparation work is complete, and the team has started installing the ducts. The project is on schedule, and work is moving towards Dimock Street.
What’s next: The team plans to install about 24m to 32m of ducting each day as work continues towards Dimock Street. The team will work longer hours next week while schools are on holiday.

- Eliminate the risk of failures of the existing cables.
The project includes:
- Installation of new underground electricity cables and fibres.
- Construction of civil ducts for cable and fibre installations.
Residents and businesses in the area may experience:
- Traffic management, including stop/go when required.
- Requests for site access where electricity assets are located on private property.
- Tree trimming or vegetation management where trees are too close to power lines.
Customers affected by planned outages will be notified through their electricity retailer.
The project is managed by Wellington Electricity and delivered with support from:
- Omexom
- Bryce O’ Sullivan Contracting Limited (Bosco)
These contractors may contact affected residents and businesses directly regarding specific works or access requirements.
- Bosco is preparing for installation of civil ducts.
- Omexom will undertake cable installation and electrical asset installations.
- A detailed construction programme and timeline will be communicated to the community once finalised.
Some customers may experience planned outages during certain stages of the project. If you are affected, your electricity retailer will provide advance notice.
Roadworks and traffic management are required to safely install underground cables and associated infrastructure.
If electricity assets are located on private land, contractors may contact property owners to arrange access. Every effort will be made to minimise disruption and restore affected areas once work is complete.
The project target completion is December 2026.
